Leakage in pipelines of Japan Drinking water project: special reference to Thakazhy Panchayath

INTRODUCTION
Water is everywhere but most of it is inaccessible. Water scarcity doesn’t discriminate. It can impact developed and developing nations. Water shortages already affect roughly 700 million people in 43 countries. A package of five water supply scheme was approved by the Overseas Economic Cooperation fund [OECF] of Japan for loan assistance. The funding agency is now known as the Japan Bank for International Cooperation [JBIC].The loan agreement for the project was executed on 23rd February 1997 between the OECF and the Government of India. According to the agreement Government of India is the borrower and the Kerala water authority is the executing agency.
The Japan drinking water project launched by the government of Kerala. But in some areas of Kerala the Japan drinking water pipes has been leaked many times and causes many problems to local people.

METHODOLOGY
The work has been undertaken as a case study of leakage in pipeline of Japan drinking water project: Special reference to Thakazhy Panchayath.Both primary and secondary data have been used for the study. Primary data was collected using a self prepared questionnaire from the despondences who are living within the distance of Japan drinking water pipelines. The secondary data is collected through News paper, Journals, Internet etc.


RESULTS
Ø  Thakazhy is a village in Alappuzha district. In this village faces a great problem of fresh water.
Ø  The geographical area of Thakazhy comprises of so many ponds and rivers. But they are not sufficient because that is polluted water.
Ø  The Japan drinking water project launched by the government of Kerala in 2008.After the implementation of the project approximately 12 times the pipe has been leaked in different part of Thakazhy.
Ø  In Thakazhy due to the leakage of pipelines are creating different problems. Such as damage to agriculture, Soil erosion, damages of private properties, disconnection of electricity etc.

DISCUSSION
All peoples are anxious about the leakage of Japan drinking water pipelines. The respondents are anxious is mainly because of these reasons about their life, family.Majority of the people complaining that the Panchayath and concerned authorities don’t take proper actions against the problem. In 2015 March: last leakage occurred the major reason for pipe leakage is corruption, using bad quality pipes, fall from the past of the authorities etc.

CONCLUSION
The Japan drinking water project was implemented in 2006.The project was implemented to solve water scarcity problem in Alleppey district and Cherthala Taluk .But the Japan drinking water project pipeline leaked many times after the implementation of the project and causes damage to people and property. The people living here are under the threat of this. So the study is relevant in such a situation.
